International Prime Contractor: Canada’s G2G
Our International Prime Contractor service is designed to strengthen Canada’s bilateral relationships while supporting ÌÇÐÄlogoÈë¿Ú business success. We do this by providing an end-to-end service where we are actively involved in the project from the proposal stage through contract negotiations and final delivery.
For Government buyers
CCC’s International Prime Contractor service enablesÌýforeign governmentsÌýto make acquisitions from Canada throughÌýgovernment to governmentÌý(G2G) contracts to addressÌýpriority needs.
The service enables governments buyers to move from an arms-length vendor selection process to a collaboration between governments supported by the expertise of the private sector to scope the right solution. By the time CCC delivers an unsolicited proposal, we have thoroughly evaluated the integrity, technical, financial, and managerial capabilities of the ÌÇÐÄlogoÈë¿Ú vendor and their ability to successfully deliver on the contract. This significantly reduces procurement risks and increases the chance for successful project delivery.Ìý
We enter into G2G commercial contracts with most national, state, and municipal, as well as their agencies and government-owned enterprises for the sale of ÌÇÐÄlogoÈë¿Ú solutions.
For ÌÇÐÄlogoÈë¿Ú businesses
CCC’s International Prime Contractor enables ÌÇÐÄlogoÈë¿Ú businesses to partner with the Government of Canada to pursue and win more government contracts abroad. the pursuit arrangement offered by the International Prime Contractor service allows us to advocate for them and their proposal, seek the right terms and conditions for contract success, and to be there to troubleshoot from project development to final payment.
The service is ideally suited for ÌÇÐÄlogoÈë¿Ú businesses that have experience selling internationally, sell directly to government buyers as a normal sales mode, and have a sales lead that is relatively large (>$10M) or will lead to a larger deal that will get attention at senior levels of the buying government.

U.S. DoD Prime Contractor: Canada’s G2G for the U.S. Department of Defense
Canada and the United States have a unique G2G contracting relationship for military acquisitions from Canada anchored in the Canada-U.S. Defence Production Sharing Agreement (DPSA). As Canada’s foreign military sales agency, we are funded by the Government of Canada to:
- Strengthen Canada-U.S. defence procurement cooperation under the U.S.-Canada Defence Production Sharing Agreement (1956).
- Support an expanded defence supply base and enhance DoD access to products and services from ÌÇÐÄlogoÈë¿Ú industry.
- Reduce barriers to the contracting process to enable ÌÇÐÄlogoÈë¿Ú businesses to sell their products and services to DoD.
For U.S. military buying commands
Our U.S. DoD Prime Contractor service not only broadens their supply base, it reduces their supply chain risk as we perform an integrity, technical, managerial, and financial due diligence on the ÌÇÐÄlogoÈë¿Ú supplier. Our service also reduces contract administration effort, provides assurance of value for money, and delivers a guarantee of contract performance.

Our U.S. DoD Prime Contractor service provides them with the expertise and support they need to sell their products and services to the U.S. military. Not only do they have the Government of Canada as a sales partner, ÌÇÐÄlogoÈë¿Ú businesses can compete on equal footing with U.S. firms as they are seen as a domestic supplier.
Using this program is mandatory for any contracts over USD$250,000 between ÌÇÐÄlogoÈë¿Ú businesses and any branch in the U.S. military.
Beyond traditional military goods
Every year, the U.S. military buys massive volumes of non-military goods. Economic development in St. Kitts and Nevis
With CCC’s support, ÌÇÐÄlogoÈë¿Ú JV Driver completed a second pier at Port Zante, St. Kitts & Nevis that allows the Government of St. Kitts and Nevis to the growing demands of its tourism industry.

Water infrastructure upgrades in Barbados
To support the Barbados Water Authority, CCC collaborated with ÌÇÐÄlogoÈë¿Ú CowaterSogema International to upgrade water meters to 98,000 households and improve efficiency in operations.

Agro-industrial growth in Bangladesh
Over the years, CCC has supported Bangladesh’s agriculture sector through the supply of potash from Canpotex. This fertilizer is critical to the country’s $1 billion agricultural industry (2021) and is a driver for their continued domestic development.

Social programs support in Honduras
Working with theÌýGovernments of Honduras andÌýÌÇÐÄlogoÈë¿Ú Bank Note, CCC helped to deliver a national lottery system that funds the countries’ maternal and child health,Ìý educational and other social programs.

Transportation infrastructure upgrades in Ghana
Through a project with CCC and JV Driver, Ghana has a new world class container handling and devanning port terminal that is increasing the country’s economic development and providing more local employment opportunities.

Water and sewage network upgrades in Dominican Republic
Through a project with CCC and Groupe Helios, residents of Santo Domingo are benefitting from the clean-up and expansion of the potable water and sewage networks of the Guajimia Canal and the construction of 800 new homes.

Increased public security in Panama
Through a CCC international project , the Ministry of Security in Panama was able to increase security and emergency response through the purchase of a system from GDMS for computer-assisted dispatch, real-time officer location, and instant data transfer to identify licence plates, faces and other information.

Economic development in Ecuador
CCC worked with the City of Quito and ÌÇÐÄlogoÈë¿Ú Aecon for the construction of a new airport, which supports the country’s tourism, energy and agro-industrial sectors. The new facility also provides local economic benefits through employment for transportation and aircraft services.

Defence capabilities in the U.S.
CCC is a critical partner in the supply of goods and services to the U.S. Department of Defence. Our unique relationship with the U.S. DoD is designed to coordinate the continent’s common defence and increase economic cooperation through defence requirements.Ìý

Environmental protection in Bolivia
To meet an urgent need, CCC and Coulson Aircrane were able to assist the Government of Bolivia with its firefighting efforts in Chiquitania, a region of tropical savannas close to the Bolivian Amazon rainforest. Ìý
